There appears to be an issue with several users accessing public folders in Outlook Web App.
Users should have permissions to these folders, and they can navigate through the folders using the drop-down menus, but can not actually click to open folders or items within folders.
The following error message appears:
"The public folder you're trying to access couldn't be found. For more information, contact your helpdesk."
This does not appear to be an issue when using the Outlook desktop client.
